Scholarships to study in Canada or France from Morocco: what exists and how to apply

Scholarships to study abroad almost always depend on the level of study: many target master's or doctoral studies, few target first-cycle studies. This guide presents the official programs we could verify for Canada and France, what they cover, who files the application, and the dates to watch. It does not cover Moroccan state scholarships or every institution's own scholarships: check the target institution's page.

What to know before looking for a scholarship

A scholarship turns on three points: the level of study targeted, who files the application (you or the host institution), and the dates, which often fall a year before studies begin. Also check what the scholarship covers: a living allowance does not always include tuition. Never agree to pay to obtain a scholarship: see our guide on immigration fraud.

Quebec: exemption from increased tuition (Quebec–Morocco agreement)

The 2021 agreement on university student mobility between Quebec and Morocco provides 45 exemptions at first cycle, 34 at second and 11 at third, in priority sectors. An exemption is not a living scholarship: it lets you pay the tuition of Quebec students. It goes through the manager designated for Morocco, not a direct request to the ministry. The conditions and points to check are detailed in our guide on the cost of studying in Canada.

Quebec: PBEEE excellence scholarships (graduate research)

The Excellence Scholarships Program for Foreign Students (PBEEE) is managed by the Fonds de recherche du Québec – Nature et technologies and funded by the Ministry of Higher Education. For 2026-2027, the program includes a stream open to students from all countries and five specific streams reserved for Brazil, China, India, Israel and Wallonia. Morocco has no specific stream, but the stream open to all countries applies.

The scholarships target the research master's ($20,000 per year, up to $40,000 in total), the research doctorate ($25,000 per year for the first 9 sessions, up to $87,000 in total), the postdoctoral fellowship ($35,000 for one year) and the short research stay ($3,000 per month, up to 4 months). The ministry also gives recipients exemption from increased tuition and RAMQ health insurance coverage.

Application goes through a preselection by a Quebec university or a college technology transfer centre, whose dates vary. For the 2026-2027 competition, the deadline to submit applications to the Fund was December 2, 2025 at 4 p.m., with results in April 2026. The next competition's dates are not in the document consulted: contact the host university early.

Canadian institutions' own scholarships

Universities and colleges often offer their own admission or excellence scholarships. They vary too much by institution to be summarized here: consult the scholarships page of each target institution. Official scholarship confirmation stating the amount, payments and duration is accepted as proof of financial capacity for the CAQ application.

France: the France Excellence Eiffel scholarship

According to Campus France, the France Excellence Eiffel scholarship is for foreign students in a master's (M1, M2 or engineering degree) and in a doctorate under joint supervision with a partner institution abroad. Only French higher-education institutions can submit applications: applications sent directly by students or by foreign institutions are declared ineligible. You must therefore contact the international relations office of your chosen institution.

The allowance is €1,200 per month for the master's and engineering degree, and €2,100 per month for the doctorate since January 2026, according to Campus France; the Campus France Morocco page states €2,000 for the doctorate, so check the amount in the regulations. The scholarship covers international and national transport, insurance, housing search and cultural activities, but not tuition. Duration is up to 24 months for an M1, 12 months for an M2, 36 months for an engineering degree and 12 to 36 months for a doctorate.

The campaign for the 2027-2028 academic year is open to institutions until January 6, 2027 inclusive. That is not the deadline for students, which is earlier and set by each institution. Campus France Morocco also states age limits of 29 for the master's and 35 for the doctorate.

France: the Maison des Alumni scholarship

Campus France Morocco published for 2026-2027 a Maison des Alumni scholarship for Moroccan students preparing a work-study (alternance) master's. It covered a short stay of two to three months or a long stay of up to ten months for an M1, on academic excellence. The deadline was April 5, 2026, applications were made by email, and the amount is not stated on the page. That call is closed: watch for the next one on Campus France Morocco's site.

France: tuition and scholarship holders

According to Service-Public, French government scholarship holders are exempt from university tuition. The institution may also grant exemptions under the May 19, 2026 decree: see our guide on the budget for studying in France.

Practical calendar

For an autumn 2027 start, the scholarship application often has to be prepared as early as autumn 2026. For France, contact the institution's international relations office before the end of 2026 if you aim for an Eiffel scholarship. For a PBEEE scholarship, contact the host Quebec university and its graduate studies office to learn the preselection date. Note the dates, because none of these scholarships accepts a late application.
