Why Quebec rather than the rest of Canada?

French is Quebec's official language, and the province manages its own selection of skilled workers through the PSTQ. For a French-speaking candidate from Morocco, this criterion — now very heavily weighted in the selection grid — represents a major competitive advantage over candidates who need to learn French from scratch.

The most common pathways

Three pathways come up most often for candidates from Morocco: the PSTQ for French-speaking skilled workers, the student pathway (study permit, then post-graduation work permit, then skilled work experience before applying to the PSTQ or Express Entry), and federal Express Entry for profiles with strong English or a job offer.

Credential recognition

Moroccan credentials, particularly university degrees, require a comparative evaluation of studies (for a Quebec-based application) or an Educational Credential Assessment recognized by IRCC (for Express Entry). These evaluations take several weeks, so it's best to start them early in the process.

Language tests available in Morocco

TCF Canada and TEF Canada (French), as well as IELTS (English), can be taken at accredited centres in Casablanca and Rabat. Results are valid for two years for an immigration application.

Consular procedures

Study and work permit applications generally go through a visa application centre in Morocco. Permanent residence applications (Express Entry, PSTQ) are submitted online directly to IRCC, with no mandatory consulate visit except for biometrics.
