Students from Morocco: from studying in Quebec to permanent residence (PGWP → PSTQ)

For a student from Morocco, the path from studying in Quebec to permanent residence follows a precise sequence, with Quebec-specific administrative milestones — the CAQ in particular — that don't exist in other provinces. Here are the seven steps of this journey, in the order they actually occur.

    Orientation: choosing a program that also serves the PSTQ

    Choosing an institution and program shouldn't be based on academic interest alone: the program's length determines the future post-graduation work permit's length, and the field of study directly affects the PSTQ score (fields in high demand on the Quebec labour market earn more points). A technical DEC or a university program of two years or more in an in-demand field (health, information technology, engineering, accounting) is often the most strategic choice. Note also that the Quebec system differs from the Moroccan or French system: a "baccalauréat" in Quebec is an undergraduate university degree, not a secondary school diploma.

    Admission: building a solid application

    The admission application is submitted directly to the chosen institution, generally several months before the intended start date (deadlines for the Fall intake often fall between January and March). The file includes transcripts, a comparative evaluation of studies completed outside Quebec if needed, sometimes proof of language proficiency, and application fees. An official letter of admission is essential for the rest of the process.

    CAQ: the Quebec-specific step

    Unlike other Canadian provinces, Quebec requires a Quebec Acceptance Certificate (CAQ) issued by the Ministère de l'Immigration, de la Francisation et de l'Intégration (MIFI), in addition to the federal study permit. The CAQ is applied for once the letter of admission has been obtained, along with proof of sufficient funds to cover tuition and living expenses. This is a separate step, not to be confused with the study permit itself.

    Study permit: the federal application to IRCC

    Once the CAQ is obtained, the study permit application is submitted online to IRCC. The file must include the CAQ, the letter of admission, proof of funds, a letter explaining the study plan, and generally biometrics collected at a visa application centre in Morocco (Casablanca or Rabat). A clear and coherent letter explaining the study and career plan significantly reduces the risk of refusal.

    During studies: maintaining a strong file

    The study permit generally allows part-time off-campus work during sessions and full-time work during breaks. It's essential to remain enrolled full-time and maintain strong academic standing, two conditions that will be checked when applying for the post-graduation work permit. This is also a good time to reach out to the institution's international student services and start learning about the PSTQ.

    Post-Graduation Work Permit (PGWP): moving to worker status

    The PGWP application must be submitted within 180 days of receiving confirmation of program completion, before the study permit expires or while maintained status applies. Its duration depends on the length of the completed program: up to 3 years for a program of two years or more. The PGWP is an open work permit, valid for any employer, allowing you to build the skilled work experience the PSTQ rewards.

    PSTQ: from temporary resident to permanent resident

    Once skilled work experience has been acquired in Quebec, the expression of interest can be submitted through Arrima. Time in Quebec and Quebec work experience, along with a level of French that is generally already well developed after several years of study and work there, make for a particularly competitive profile. Obtaining the Quebec Selection Certificate (CSQ) then opens the way to the permanent residence application with IRCC.

Orientation, admission and the CAQ application can often be handled alone or with the institution's international office. The PGWP to PSTQ transition, however, is where strategic selection points are decided, and is worth having reviewed by a regulated CICC consultant before filing.
